- In 2001, he graduated from the Moscow State University of Geodesy and Cartography (MIIGAiK; Moscow, Russia) in Information Systems.
- In 2001, he had enrolled in postgraduate studies at the Department of Information and Measuring Systems; then had worked there as an Engineer and as a Lead Programmer.
- In 2002–2009, he worked his way up from Engineer to Head of Department at MIIGAiK.
- In 2004, he defended his thesis titled “Research and development of principles for e-learning systems in geoinformation technologies” for the Candidate of Science degree in Engineering.
- From 2004 to 2009, he held executive positions at Rosinformtechnology and the Russian Union of Motor Insurers.
- Since 2010, he has led a department at the Ministry of Education and Science of the Russian Federation.
- In 2012, he defended his thesis titled “Scientific, methodological, and technological foundations of a unified information space of interdepartmental activities” for the Doctor of Science degree in Engineering.
- In 2012–2013, Director of the Department of Civil Service, Personnel and Mobilization Preparation of the Ministry of Education and Science of the Russian Federation.
- Since 2013 to the present, he has been the Rector of MIREA – Russian Technological University (RTU MIREA; Moscow, Russia).
- In 2015–2021, he was the Member of the Scientific Council in the Security Council of the Russian Federation.
Research Interests
S.A. Kudzh is a specialist in the field of automated public administration systems, multidisciplinary and multifunctional information systems. He is one of the authors of the concept of network-centric management by complex organizational and technical systems. His scientific interests lie in the area of solving theoretical and applied problems at the interface of systems theory, management theory and computer science as applied to reengineering of information processes and designing of information infrastructure of complex organizational-technical systems, as well as computer-based training technologies.
In 2009–2013, using the network-centric management concept, the model of information-functional space of a complex organizational and technical system, methods of semantic and pragmatic evaluation of information processes, S.A. Kudzh has developed the scientific and methodological basis for the creation of a unified state system of information support in the field of marine activities, and has justified functional and technical architecture of this system.
Publications
He is the author of over 150 scientific publications, including 30 publications in Scopus and Web of Science, and 20 monographs and tutorials.
